First, cut off the top of a plastic bottle, keeping the neck attached to a rectangular flap of plastic. Then cut a hole near the opposite end of the flap that is big enough for the mouth of the bottle to fit through. Next, wind up your extension cord or garden hose, then use the plastic flap to wrap around it and push the mouth of the bottle through the slot.
