The new law limits the time canine-people can be tethered outdoors to a maximum of one hour from 6 am to 11 pm. Overnight tethering from 11 pm to 6 am is now forbidden. The new regulations also prohibit outdoor tethering in extreme weather conditions. Moreover, the law delineates the type and specifications for tether weight and length.
